I would prioritize those who are focused in the products’ field first since they are the one with the targeted audience that the company will be looking for. After it would be the influencers and creators that recently got lot of views and attention since they are the ones that the public will want to see.

I think I would use something other than free one-month Uber One. Since a lot of people cancel after that. Something that I noticed was deals for BOGO in Uber Eats work pretty well, so exclusive deals for Uber One members and at campus we can give out 10 dollar gift cards for those downloading Uber One because it seems like they would be getting a good deal by downloading a 4.99/month app.
