How would you tailor content to boost engagement on TikTok?

By either be SUPER relatable to a niche (for example, adhd/ppd/mental health in moms) or a little inflammatory (like saying you have a crazy amount of debt to get people chattering in the comments). I find a way with each campiagn I'm on to niche down to find an audience that can really relate with the content I'm making.

What makes a UGC video authentic and effective?

Not reading directly from a script. A natural visual, some humor (sometimes), and sometimes keeping the "pitch" in the back half of the video instead of leading with it so that it doesn't feel like an ad.
