I would promote the app at campus events, on posters and video screens, and display it at meal times. I would incorporate it into classes, and, in particular, unveil it to marketing students and have them help pilot and promote the app for experience.

When I was employed in dining at a senior living facility, I was very passionate about going above and beyond to ensure resident quality of life and happiness (beyond meal service). I gathered other employees for many different projects around the holidays. For one in particular, I wanted each senior to have a personalized note for Valentine's Day. I gathered all the employees I could and asked them to stay a little after their shift to help me with this. Each of them did, and together we wrote positive notes on pink paper to around 100 residents. We hand delivered the notes to residents at dinner or to their rooms on Valentine's Day to give them a boost of happiness during a season when many of them may have felt not as loved or noticed in their older age.

A feature that provided personal and quick feedback on the amount and quality of information people wrote on their resumes would help a resume builder gain traction.
