What strategies do you use to grow a new social media account quickly?
The strategies which I use to quickly grow a social media account are grabbing the viewers attention and using consistency. You need to get the viewer hooked and on-par with your video, you need to be exciting and upbeat to pass on that same excitement to the people watching. Also, overall consistency will get you a higher chance of being on the algorithm, farming more views and clicks (even better if you put all your videos under a specific hashtag or location).

How would you create engaging hooks for local recommendation videos?
I would create engaging hooks by getting the reader instantly attached to what is being said. There needs to be an overreaction which gets the reader to continue past the first words (you could use a controversial [but not bad] statement, a problem, or a solution).
