I would connect and partner with active and engaging student organizations that are directly related to the app's goals and purposes. For an app focused on communication, for example, I would recommend reaching out to executive board members for large student organizations, emphasize how it might be used for administrative functions or event organization, and provide them a small monetary reward for implementing the app.
